Lee Beattie, mayor of Neche, N.D., drives through floodwaters from the Pembina River west of the Pembina County city this evening on county Highway 55. About a dozen people placed sandbags, seen on the right in the photo, on a driveway to the Newell farm to keep the water from washing it and the culvert out. County officials closed the highway here shortly after Beattie drove through, as the water levels rose.
